The Common Assessment Framework (CAF or Early Help) is a standardised, shared assessment and planning framework used to help early identification of a child or young person’s additional needs.

It’s also used to promote co-ordinated service provision to meet these needs and is a key element of the Every Child Matters: Change for Children Programme.
